that is very well said. I think the description and comments by the Senator from Florida demonstrate our responsibility to respond appropriately and smartly to natural disasters. If we look at our response to hurricanes and natural disasters in the past, I think we have done so. It is sometimes frustrating because we cannot do everything, and a lot of people think the Federal Government has a responsibility to come in and solve all the problems. Our challenge in responding to all these natural disasters is to respond quickly, responsibly, smartly, working hand in hand with the locals.
