Let me just briefly close by saying one other thing that this second-degree amendment does. The amendment guards against monetary incentives directed at discharging mothers and babies before the attending provider feels it is appropriate. Specifically, my second-degree amendment provides language sought by health plans to provide that nothing in this bill interferes with rate negotiators between a plan and a provider.
