The legislation before us, establishes a new Medicare Payment Review Commission to replace the Physician Payment Review Commission [PPRC] and the Prospective Payment Assessment Commission [ProPAC]. The Medicare Payment Review Commission is required to submit an annual report to Congress containing an examination of issues affecting the Medicare Program. The commission will review, and make recommendations to Congress concerning payment policies under both the Medicare Choice program and Medicare fee-for-service. I have heard criticism that the Health Care Financing Administration [HCFA] does not keep up with the latest medical supply products, even if they prove to be cost-effective. HCFA has stated its intent to become a more prudent purchaser. Indeed, that goal requires analysis of both the cost and quality of various products and requires constant review of medical developments.
