The transportation bill that we have been considering for the last 2 weeks is one of the most important pieces of legislation that we will consider in this second session. It is important not only for maintaining and improving our transportation infrastructure system-- something that we talked a lot about over the last 2 weeks--but it is also important, as has been discussed, for creating jobs. Conservative estimates are that this legislation would create as many as 1.6 million jobs over the life of the bill, and some analysts now believe it can create as many as 2 million new jobs. This legislation is also important for our Federal-State partnership. The bulk of expenditures in this country for our public infrastructure programs, for building, for expanding and maintaining transportation systems is not Federal dollars but State and local expenditures. The Federal share from all public infrastructure spending in this country averages about one-quarter or 25 percent. That is the Federal share.
