I rise to encourage the House Members to vote for H.R. 2405, Omnibus Civilian Science Authorization Act. It is a good bill that contains vital programs and helpful language that affects the whole country. This bill includes a provision to update the language of the Unitary Wind Tunnel Act of 1949 which originally declared that the NASA Administrator and the Secretary of Defense should jointly develop a plan for construction of wind tunnel facilities for the solution of research, development, and evaluation problems in aeronautics at educational institutions within the continental limits of the United States for training and research in aeronautics, and to revise the uncompleted portions of the unitary plan from time to time to accord with changes in national defense requirements and scientific and technical advances. The field of aeronautics has received many advances since this act was last amended in 1958--almost four decades ago. Unfortunately, as we heard from expert testimony before the Science Committee, the wind tunnel facilities in this Nation are showing their age.
