Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill, add the following: SEC. 6. PIPELINES CROSSING STREAMBEDS. None of the provisions of this Act, including the amendments made by this Act, shall be construed to limit the authority of the Administrator of the Environmental Protection Agency, as in effect on the day before the date of enactment of this Act, to regulate a pipeline that crosses a streambed. The Acting CHAIR. Pursuant to House Resolution 347, the gentleman from Tennessee (Mr. Cohen) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Tennessee.
