I appreciate the bipartisanship under which we have worked on this bill. I thank Mr. Poe and the minority ranking member, Mr. Smith, and Chairman Conyers and the staff who worked on this bill, and the Judicial Conference. I hope that we pass this bill. I call on Members to vote ``aye'' on H.R. 4506 and pass the bill.
