H.R. 2122's expanded use of formal rulemaking procedures for 'high-impact' rules strikes me as an unnecessary procedural expansion that would not serve to improve the quality of rulemaking while at the same time adding major costs to the process and would effectively grind agency rulemaking to a halt.
