I think that this is one of those things that's kind of what's wrong around here. Everybody says, Don't do this, don't do this; that's not much money, that's not much money. Mr. Speaker, it all adds up. And the American people have had it with the Federal Government spending money they do not have. With that I yield 1 minute to a wonderful new Member who has joined us, the gentlewoman from Dunn, North Carolina (Mrs. Ellmers).
