The motion is as follows: Mrs. Blackburn moves to commit the bill H.R. 5376 to the Committee on Agriculture, Nutrition, and Forestry of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day in which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; and (2) would ensure that no funding made available by the bill for the environmental quality incentives program, the conservation stewardship program, the agricultural conservation easement program, or the regional conservation partnership program may be provided to-- (A) an agricultural producer located in the United States who is a nonresident alien, foreign business, agent, trustee, or fiduciary associated with the Government of the People's Republic of China; or (B) an entity partially or wholly owned hy such an agricultural producer.
