It is more of the smoke and mirrors, and I am sure it was concocted in a smokefilled room. But it just doesn't make good sense, and it's just not common sense in the way it ought to be done when you look at your different allocations and your different lines. And certainly there are many people listening to this who sit on county commissions and city councils and they are in State legislatures and they are listening to this and they are pulling down this budget document and they are saying, We could never get away with something like this.
