It could have been down by 40 percent if we could have agreed on the Alexander-Murray negotiation that we had in which Democrats pulled the rug out from under it at the last minute by refusing to vote for the Hyde Amendment compromise.
Alexander criticizes Democrats for not supporting a compromise that could have significantly reduced health care costs.
