I think there is a difference between national and Federal. National to me means States getting together, doing things.

Because it takes a lot of electricity to produce aluminum and the cost of electricity is much too high in the United States to make that practical.

From my vantage point, the only reason it did not succeed was that Democrats would not vote for the Hyde Amendment.
