I rise in support of H.R. 8. The estate tax is an outmoded, inefficient, complicated subjective tax. The Tax Code needs to be rewritten. This is a good first step. This tax applies, as I am told, and I came to this from the standpoint of a small business and family farmer, over 70 percent of estate taxes that are filed on estates of $5 million or less, we are told that this costs 72 cents of every dollar collected simply to administer it, and for that reason, I support H.R. 8.
