I urge the subcommittee to consider what I call the first principles behind the paperwork.

I personally would love to see them under budget, but it is even more important that they be working systems.

If I were the average person sitting back home watching this hearing, I think I would doubt that any of our Nation state...

It might even be what Admiral Richard calls a strategic breakout. So it is a truly alarming development.
