I rise today to support his confirmation and to urge the Senate to conclude a nomination that never should have met such unreasonable resistance. Mr. Brown's ability, Mr. President, is granted even by his detractors. The Senate has seen his proven record of public service and longstanding concern for international affairs. We have noted, as President Clinton did, the caliber of his service as director of ACTION under President Carter. Mr. Brown's subsequent success as a businessman further testifies to his pragmatism, versatility, and organizational ability.
