“I want to take this time, and I will be joined by some of my colleagues a little later, I hope, to talk on this special order on the floor this evening about a very important issue facing this country today, maybe one of the key issues. Everyone talks about my issue is more important, or that issue is more important. They are overcrowded, and in the summertime they are hot, and in the wintertime they may be cold.…”
