Mr. Speaker, we talk about a lot of things here in this people's House, but today the American people face a war on terrorism, not only here at home and around the world, but we also face an economic recession here at home, as my good friend, the gentleman from New Jersey (Mr. Pallone), has so eloquently talked about. It has now been verified by the economists who do these things. I think the American people have come together like I have never seen them in my lifetime since September 11. I know in my district, I have always thought it to be a fairly patriotic place, and I think they are; but I have seen more American flags flying as I travel across North Carolina than ever in history, certainly, over the past 10 weeks. In Congress, we need to do our part to help people address the economic problems that they now face. I think that is what we are talking about tonight. We face probably one of the greatest challenges when we talk about the issue of terrorism as a result of September 11 that I think we have faced probably since World War II, and we saw evil in this country unlike we have ever seen it before. The economy was already slowing down, as many know. That did not help it at all. That attack, I think, really pushed us on the brink of and into a recession.
