I oppose this amendment. Peanut farmers are the backbone of the economy in the poorest counties in the South. They agreed to the reforms in the program just last year. Loan rates were reduced, quotas were reduced, programs were opened to new producers, out-of-State quota holders were eliminated. In return they have been given a farm bill, a 7-year promise of stability. Mr. Chairman, peanut farms face many obstacles without having to worry about whether or not they can pay their bills. Too much rain gives soggy peanuts, drought turns them to dust. Peanut farmers are hardworking people. They need stability. They do not need to face this problem. Proponents claim they are fighting for consumers. Hogwash. Candy manufacturers have said they will not pass on any of the savings to consumers. Savings will be passed on to a few of the multibillion-dollar companies, and the price of candy bars will not go down. If there is any integrity left in this Congress, we will live up to the commitment that was made last year to the peanut farmers and defeat this amendment.
