I rise in support of H.R. 3495, ``Kids in Disasters Well-Being, Safety, and Health Act of 2007.'' My life's work has been to provide for a better future for the next generation, and H.R. 3495 is in keeping with this purpose. This bill ensures that children will be protected and prepared to respond to a disaster or other emergency by establishing a National Commission on Children and Disasters. This commission will provide a vital assessment of the needs of children before, during, and after all hazards, disasters, and emergencies. This bill addresses many--but not all--of the enhancements to preparedness for children that I have championed on the Committee on Homeland Security. Specifically, I have been exploring how to improve preparedness for children and schools since the committee's inception.
