As the 2002 hurricane season begins to heat up, I am pleased that we were able to get H.R. 2486, a bill to improve the forecasting of inland flooding and develop an inland flooding index on the floor of the House, and hopefully we can get it through quickly to the Senate and on to the President. I know it seems a bit strange, and if the folks back home happen to be watching this morning, to be talking about flooding when my State and many other States across this country are facing some extreme drought conditions, some of the worst we have seen certainly in our State in almost 100 years. But much of my district desperately needs rain today, and right now they would like to have a little rain to bring some of the plants to life and replenish our falling water supplies. However, we in North Carolina know all too well how devastating tropical storms and hurricanes can be.
