I want to first of all associate myself with the remarks of the chairman of the Committee on the Judiciary, the gentleman from Illinois [Mr. Hyde], and also point out very clearly that this debate should not be framed in any shape or form as endorsing violence outside abortion clinics or any other place, for that matter. But I see beyond the rhetoric of this debate two very real problems with this amendment, and I want to point them out for my colleagues who will look beyond again the rhetoric of the debate on abortion and whether you are for or against it. This measure, first of all, clearly duplicates the amendment that was offered by our colleague, the gentleman from New Mexico [Mr. Schiff], yesterday. It duplicates it in the sense that it talks about facilities that are public, and clearly the local law enforcement officials have an interest in protecting the security of such institutions. Second, I see more of an alarming problem, in that this Schroeder amendment goes beyond the Schiff amendment in that it seems to give authority, as the gentleman from Florida [Mr. McCollum] has pointed out, to use public funds to go into a private business, if you will, and put bullet proof glass, security cameras or whatever.
