Again, I thank the gentleman from Pennsylvania for bringing this motion on behalf of my distinguished friend from South Carolina. Like the previous amendment, although this one is a bit more draconian, I respectfully rise in opposition to it for the reasons I alluded to earlier, and I urge a ``no'' vote.
