I wish to speak on S. 1862, the Trafficking Victims Protection Reauthorization Act of 2017.

We need to make every dollar of our limited foreign aid resources count by addressing problems where we can have a real impact on people's lives.

This was one of the biggest foreign policy blunders that I can remember, maybe the biggest.

I can understand from the people's perspective that are doing this why they would want to go forward. And I understand that.
