What I do know is that... the CIA director came in and with some analysts and gave the most precise presentation I've ever heard in 12 years.

I can understand from the people's perspective that are doing this why they would want to go forward. And I understand that.

We need to make every dollar of our limited foreign aid resources count by addressing problems where we can have a real impact on people's lives.
