Mr. President, I want to thank the Senator from Indiana, who served as Ambassador to Germany, who has been so diligent in the pursuit of truth and knowledge relative to this agreement and obviously is very concerned about its implications. He has been a stalwart. He is leaving the Senate at the end of this congressional term. We all are indebted to him for his tremendous concerns for our Nation's national security and the efforts of diplomacy to try to resolve the problems we have. I know we have another speaker coming to floor in just one moment, but really because of what the Senator just said, I want to reiterate one more time as to why we are where we are. Four times since 2010, the Senate overwhelmingly, working with the House, put in place sanctions on Iran--four times. That was met with tremendous pushback from the administration, which did not want to see those sanctions put in place by Congress. But those sets of sanctions are the very things that brought Iran to the table. The administration, along with Russia, China, Great Britain, France, and Germany, began negotiations with Iran because of the sanctions we overwhelmingly put in place in this body. Once they were about to reach a conclusion, the administration decided that instead of giving this to us in the form of a treaty--which is their choice. It is their choice under our form of government. I know we have a lot of people in our country who are very upset about this, but, in fact, it is their choice.…
