U.S. engagement with President Mnangagwa's administration must be based on demonstrated behavior, not rhetorical intentions.

The path forward must lead to free, fair, and inclusive elections, in which the people of Zimbabwe choose their own leaders.

Let me be clear. This is not about any effort to constrain the inherent powers of the President with respect to diplomacy.

Those are not independent presidential powers. Those are powers very much part of legislative authority.
