I will be brief. I wish to say first to the leader, we certainly have had some discussions regarding operations on the Senate floor and the speed with which we deal with things and the amount of debate, but I thank him for trying to bring this issue to a vote today. I thank him for what he is going to do in a moment; that is, to file cloture on this piece of legislation that passed out of our committee with strong bipartisan support, so that immediately when we get back we will take up the bill. I wish we could do it tonight. We have a group of seven or eight Senators on their way to Ukraine. Nothing would be better than for them to know we passed this strong piece of legislation this week, while there is going to be a referendum that is going to take place early next week in Crimea, while we have Russian troops on the border, while we have a Prime Minister who was here last night showing extreme courage, as a 39-year-old young man, in dealing with the issues he is facing today. I lament the fact that we are not going to have the opportunity as a body--the most deliberative body in the world, some say--to take action on this issue. I do wish to say that whenever we bring up the bill--it appears it will not be tonight; hopefully it will be as soon as we get back--this is a strong piece of legislation.…
