I do want to clarify, the bill specifically states regular order. It is not the rule of the Senate that final votes are on 60 votes. They are on a majority vote. I don't want anybody in the Senate or certainly the public to think that somehow we have a rule that bills pass on 60 votes. That is not the case. That has been a tradition on major issues, but that is not the rule. The bill specifically states we will settle under regular order, which means when cloture is invoked--which hopefully will happen tonight--we will have a simple majority vote, up or down.
