“Thank you, Mr. President. I certainly appreciate the statement of my good friend, and we have talked a good deal about this. I believe we ought to pay for everything we do around here. There are all kinds of ways for paying for things, including reducing spending on things we shouldn't be spending money on. So I would like to work with him in the future. I agree with him 100 percent that the amount of money that goes out the door should be equal to the amount of money that comes in the door, but I oppose this amendment just because of the way it was crafted. I wish he had said it needed to be paid for, and I would agree with that, but the way it is crafted leads me to want to oppose this, and I hope on our side we will do so.”
