Mr. President, I know we are rotating right now. What I thought I might do is yield just a couple of minutes to Senator Blumenthal, and then let him yield back to me if that would be OK. But I do want to thank Senator Carper for his leadership on this issue. We have looked at this bill and others, and we are glad they have been able to come to an agreement between each other. Obviously, the issue of the Postal Service is one of the big issues we need to deal with. I agree with him. I think that is something we can do now. I thank him for his leadership.
