Mr. President, I am really glad that the distinguished leader of the Armed Services Committee is going to speak next. The Senator from Arizona probably has more knowledge of the Middle East than almost anybody in this body, but it was my understanding that we were going to rotate back and forth. We actually have people who have asked to speak. Senator Reid had asked to speak, but he decided not to do so. Senator Cardin was going to speak. We were going to rotate between Republicans and Democrats. Senators had signed up for time to speak, and that was the procedure we were going to follow. It wasn't going to be just Republicans on the floor and then Democrats, but it appears the majority whip wishes to alter that status.
