Mr. President, I just want to clarify a few aspects of this legislation and to make clear the collective understanding of the Senate in acting on this bill. First, we should be clear that the bill as it stands would prohibit, during the review period, any sanctions relief that goes beyond the JPOA or any materially identical extension, including but not limited to any increase in the amount of hard currency or other assets that Iran has access to under the JPOA. That is, during the review period, the amount of relief available under the JPOA could still be offered, if an extension was agreed to in the timeframe provided for in the bill, but no additional amounts could be provided. Second, the term ``statutory sanctions'' as used in the legislation means sanctions that Congress has imposed or specifically authorized with respect to Iran, including but not limited to all of the sanctions imposed with respect to Iran under the Iran Sanctions Act, the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010, the National Defense Authorization Act for Fiscal Year 2012, the Iran Threat Reduction and Syria Human Rights Act, and the National Defense Authorization Act for Fiscal Year 2013.
