again, I thank the Senator from Wisconsin and appreciate his service and his support of this bill. I agree with him, and I wish it were different than it is. The fact is that we will have a right to vote whether to approve or disapprove the lifting in the normal way, but that will occur 4 or 5 years down the road. I think most of us want to weigh in now before the sanctions regime totally dissipates. I yield the floor. I suggest the absence of a quorum. The PRESIDING OFFICER. The clerk will call the roll.
