I will close by saying that I think it is perfectly fair for the chairman to say that if we can't have a bill like this discharged on the floor, then other resolutions which sometimes do come to the floor without going through committee because they do not have a binding effect--I can understand why he would take that position. But I really do appreciate the way the chairman has worked with me on so many occasions. Again, I am disappointed in the comments that were made earlier. But this is the understanding we have had. I think had the committee process gone forward, we probably would not have had votes. But we will just see. I yield the floor. The PRESIDING OFFICER. The Senator from California.
