“I want to reciprocate and talk about the wonderful leadership the Senator from North Dakota has provided. I have enjoyed working with him. I have enjoyed his foresight, his rationality, his reasoning, his common sense--all of the traits he displayed as Governor of the great State of North Dakota. And I thank him for his friendship and for the opportunity to work on a piece of legislation that--candidly, I am more proud to have done what I have done over the last week than anything I have done since I have been in the Senate.
