Mr. President, I, too, want to thank the Senator from Wyoming for his continually constructive role and just the tone in which he talked about this last issue. I will say that in negotiations with Senator Cardin, we added all kinds of reporting mechanisms. It is true that the negotiations that are underway have nothing to do with alleviating any kinds of terrorist sanctions, human rights sanctions or ballistic missile testing sanctions. I will just say that should Iran commit an act of terrorism against an American, sanctions would be the minimum, I think, they would have to be worried about. I would think bombs and missiles on heads would be what they would be concerned about. I think we have in place mechanisms that allow us to know these things. I have a feeling that if Iran, again, commits any kind of act of terrorism against Americans--which is what is being talked about here--significant kinetic activity would be taking place. Sanctions, to me, would be the least of their worries. But I am pleased that we were glad to clear up all of the reporting requirements but also to stipulate, again, that in this particular bill we are talking about the nuclear file, not alleviating sanctions on any of the other components. Let me just say, if there is a deal--and this is something I have tried to make clear from day one--I hope it is a good deal. I know the Senator from Wyoming does too. We know the best route for us is to have a negotiated good deal.…
