I want to thank the leader for coming down and thank him for agreeing to a time when we both can be here. I do want to say that we could deal with it exactly in the way that I laid out and keep the government from shutting down because we would be passing exactly the same language. But I understand. I talked privately with the majority leader about this. I understand people do not want to do that over in this body. They do not want to separate the two. I know that the majority leader-- that is his right, to object to dealing with these issues in the same language that I laid out. I do appreciate him coming down. I disagree very strongly with this approach. I yield the floor. The PRESIDING OFFICER. The Senator from Oklahoma.
