So when you think about the possibilities of their being able to create, as the Senator mentioned, a dirty bomb--which would create tremendous terror wherever it might have been implemented--that is something I think is frightening--more than frightening. It would be something that would be not quite as destabilizing as, obviously, having a full-blown nuclear weapon, but something that would be very damaging to world security.
