First of all, this bill, in black and white, prespends over $1 trillion with no congressional oversight. The Senator from Virginia is right on the one portion to which he was referring. We can either veto it or approve it, but we have no say-so on how those technology moneys are spent. I object to the comment about me being a Johnny-come-lately. I have been very transparent about this legislation. I have authored three very detailed amendments, sent them to every colleague in this Senate, and have given the background to them. I have been totally transparent throughout this process. I have made public presentations about the three amendments that I think would make this bill far better--things that people call poison pills. I think the Senator knows I certainly have not come to this debate at a late time, and I plan to offer those amendments.
