The Civil Rights Act, the Criminal Justice Act, Food Stamp Act, Older Americans Act, Social Security amendments, Voting Rights Act, HUD, all of these programs, Higher Education Act, these are initiatives that you are cutting that provide pathways out of poverty. This Republican budget balances on the backs of the most vulnerable to preserve tax loopholes for the superwealthy and slush funds for Pentagon contractors. I urge a ``no'' vote on the rule and on this budget.
