LIMITATION ON AVAILABILITY OF FUNDS FOR SUPPORT TO UKRAINE. Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2024 for the Department of Defense for the support of Ukraine, not more than two percent may be obligated or expended until the date on which all member countries of North Atlantic Treaty Organization that do not spend two percent or more of their gross domestic product on defense meet or exceed such threshold.
