pursuant to title X of the Congressional Budget and Impoundment Control Act of 1974, I have a discharge petition at the desk and move to discharge from the Senate Committees on Appropriations and Budget H.R. 3, to rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on May 8, 2018. The PRESIDING OFFICER. Pursuant to section 1017(b) of the Congressional Budget and Impoundment Control Act of 1974, there will now be up to 1 hour of debate on the motion to discharge, equally divided between the two leaders or their designees.
