I want to really express today my disappointment and frustration, quite frankly, with the level of AIDS funding that is in this bill. We have heard time and time again how AIDS is killing millions of people in poor countries throughout the world. We know that AIDS is a complex disease that requires a comprehensive strategy. Last month, however, our efforts to do even more to increase global AIDS funding was derailed by the President. This was a total outrage, given the administration's stated commitment to lead in fighting this scourge. I attended the 14th International Conference on AIDS in Barcelona and heard from AIDS experts, activists, and people living with AIDS who demanded treatment now.
