Mr. President, I thank my friend and distinguished colleague from Tennessee for his remarks. In light of the fact that this bill does involve a complicated process, in light of the fact that this bill--the original Senate bill--was many hundreds of pages long, in light of the fact that the conference report is likely to be lengthy, I would hope and I would urge my colleagues to have a say in the matter. I hope we will all work toward a process that can result in at least allowing the American people to see this bill before it comes back in conference report form--at least a week or so before we actually have a vote on the conference report. I think the American people deserve to see what is in it before their representatives in the House and in the Senate have an opportunity to vote on it. I hope that will be the case and I hope my colleagues will agree to that.
