“I want to stand in strong support of the Congressional Black Caucus budget. This substitute shows that supporting good fiscal policy does not have to mean excluding low-wage workers, the poor, communities of color and African Americans. This budget increases domestic spending by 50 percent and spends 25 percent less on defense by cutting waste, fraud and abuse.
