First, let me thank Chairman McKeon and also Ranking Member Smith for agreeing to include my amendment in this en bloc amendment for consideration. I urge support for these en bloc amendments and specifically for my amendment, 117, which prohibits funding to construct permanent military bases in Iraq and Afghanistan. I have consistently, and we have successfully, worked to include this prohibition of funding for permanent bases in Iraq and Afghanistan since 2001. Due to our efforts and the support of all of our colleagues here on a bipartisan basis who understand the importance of prohibiting permanent bases in these countries, this language has historically been included in the Defense authorization and appropriations bills and signed into law by President Bush and President Obama. In fact, in working with our colleagues, we were successful in placing the same language in the continuing resolution which was passed by the House and signed into law by President Obama in April of 2011.
