“This amendment is specifically about United States students, American students who want to visit under their educational programs to study abroad. Students are our best ambassadors. They are young people who are very patriotic. They care about America. They want to engage in dialogue with students throughout the world, especially in Cuba. And denying them that right really is a terrible thing, first of all, for our students, but it sets back our foreign policy. We are talking about creating a global environment of peace and security. How in the world are our future leaders of the world going to be able to understand and relate to countries abroad if they do not have the opportunity to study there? It is a very important initiative, and we should not be using taxpayer dollars to deny United States, American students to travel to Cuba to study. Under the old regulations, of course, they could go to study. Now they have to stay more than 10 weeks under these regulations. It is ridiculous. It is going to hurt our students. It is going to hurt education. It is bad for family values. I urge my colleagues to pass this amendment.”
