“Mr. President, I appreciate the thoughts expressed by my friend and distinguished colleague, the Senator from Pennsylvania. I share this concern and this desire to see this worked out and worked out on a bipartisan basis. I think it is important. It is true that people have been working on it. They have been working on it now for the better part of a month and a half. Yet nothing has happened. Now, I understand that Rome wasn't built in a day.
