I have an amendment at the desk. The Acting CHAIR. The Clerk will report the amendment. The Clerk read as follows: At the end of the bill (before the short title), add the following new section: Sec. __. It is the policy of the United States to withdraw all United States Armed Forces and military contractors from Iraq by December 31, 2011, and no provision of any agreement between the United States and Iraq that amends the timeline for such withdrawal in a manner that obligates the United States to a security commitment to respond to internal or external threats against Iraq after such date shall be in force with respect to the United States unless the agreement is in the form of a treaty requiring the advice and consent of the Senate (or is intended to take that form in the case of an agreement under negotiation) or is specifically authorized by an Act of Congress enacted after the date of the enactment of this Act.
